This page includes a pop-up blocker test.  It will tell you if you are currently using a pop-up blocker of some sort.

Be aware that this test is not 100% accurate because if you are trusting pages to allow pop-ups from longwood.edu your results may indicate that you do not have a pop-up blocking software installed.

If you load the MOAT site and get a blank white page, it is very likely that you have some sort of pop-up blocking software installed.

The following is a semi-comprehensive guide obtained and adapted from http://wiki.phoenixlabs.org/wiki/Allowing_Common_Popup_Blockers on how to disable common pop-up blocking software.  MOAT currently only works with Internet Explorer on a PC computer.  The other platforms and browsers are available from the source link above if you are interested.
