Mandatory Sources

State Mandatory Term Contracts, Virginia Correctional Enterprises (VCE), VCE Digital Works (Corprint), Virginia Distribution Center (VDC), Virginia Industries for the Blind (VIB), DGS/DPS Office of Graphic Communications (OGC), Virginia Information Technologies Agency (VITA), and DGS/Office of Fleet Management (OFM) are mandatory sources and must be used by our agency.  Check these mandatory sources before ordering.  The Materiel Management Office must request a release from these agencies, prior to ordering from other sources.

Term contracts.  DGS/DPS establishes term contracts to obtain more favorable prices through volume  purchasing and to reduce procurement lead time and administrative effort.  In accordance with the terms and conditions of the contract, the University may issue purchase orders in any amount for goods or services from these contracts.  If an item is available on a State contract, the University cannot use its local purchasing authority to purchase from another source, unless the purchase is exempt by contract terms, such as not meeting the contract's minimum order requirement.  Click on this State Contracts link for a list of State contracts.

Virginia Correctional Enterprises (VCE). This includes all such services, articles and commodities produced or manufactured or provided by state correctional facilities and shall be purchased by all departments of the University.  Products include, but are not limited to; wood and metal case goods, seating, office systems, embroidery, silk screening, vinyl 3-ring binders, pad holders and sign products, microfilming and data storage, and pallets.  Information on these goods and services available from VCE can be viewed online at http://www.govce.net/store/.

VCE Digital Works (Corprint).  Services include black and white and laser color copying, single color to four-color printing, bindery and finishing services.  Maximum print area is 12” X 109”, prints 600 dpi and 170 lpi with offset quality rosette.  Printing also includes flat forms; NCR-type forms up to five-part (not snap-apart or continuous); padded forms; envelopes (regular and window) including long Kraft envelopes; color booklets up to 9” X 12”; and color brochures with no more than two folds.  Desk-top publishing software supported includes:  QuarkXPress, Adobe PageMaker, Adobe Illustrator, Adobe Photoshop Macromedia Freehand, CorelDraw.

Virginia Distribution Center (VDC).  The VDC purchases, stores, and distributes staple foods, food products, frozen food, janitorial supplies, paper products, and numerous other select items for state agencies.  Information on the goods available from VDC can be viewed online at http://shopvdc.dgs.virginia.gov/catalog/.

Virginia Industries for the Blind (VIB). This includes all such services, articles and commodities that are available for sale by the VIB.  Some goods and services available through VIB are writing instruments, gloves, pillows, mattresses and mailing services.  Information on the goods/services available from VIB can be viewed online at http://www.vdbvi.org/vib/Manufacturedgoods.htm.

DGS/DPS Office of Graphic Communications (OGC). OGC is a full service creative group that offers: concepts and marketing strategies, creative writing and design, desktop publishing, photography direction, illustration, project management, and printing management.  For more information on OGC, visit their website at http://dgs.virginia.gov/OfficeofGraphicCommunications/tabid/115/Default.aspx.

Virginia Information Technologies Agency (VITA).  Telecommunication services, as defined in Appendix A of the Agency Procurement and Surplus Property Manual (APSPM), must be procured through VITA.

DGS/Office of Fleet Management Services (OFMS).  For the purchase or lease (exceeding thirty days) of motor vehicles, agencies must submit OFMS Form OFMS-1 "Application for Assignment/Purchase/Lease of State Vehicle" to the DGS/OFMS for approval to initiate the purchase process for all vehicles.  OFMS approval of a Form OFMS-1 to purchase a vehicle does not constitute a waiver from purchasing procedures.
