The Infant & Toddler Connection (ITC) of the Heartland welcomes referrals for children from birth through age two who may have developmental delays, diagnosed disabilities, or atypical development.
Referrals may be made by:
A medical diagnosis or physician referral is not required to begin the referral process.

Virginia's secure Early Intervention referral system allows families and professionals to submit referrals electronically.
After a referral is received, a member of the ITC Heartland team will:
Families participate in every step of the process and determine whether they would like to continue with Early Intervention services.
